Chief Executive Officer
Rachel joined Border to Coast as CEO in November 2017 with more than 20 years’ experience working in pensions and institutional investment (at PricewaterhouseCoopers and Royal London Mutual Insurance Society). Having launched in July 2018, Border to Coast is now responsible for managing c. £34bn of assets. In October 2020 Rachel joined the board of the Investment Association, the UK asset management industry’s trade body, and in December 2021 she joined the board of Opera North. Rachel is a Cambridge maths graduate, qualified actuary and member of the Institute of Directors.
Deputy Chief Executive Officer
As Deputy CEO Fiona has a span of responsibilities including Chief Finance Officer and Chief Operating Officer, encompassing legal, governance, ICT, change, and investment operations. Fiona was a founding member of Border to Coast, joining from Cumbria County Council. Fiona has 30 years’ experience in finance, ICT, and operational restructuring across both the public and private sectors, including Cumbria Constabulary. Fiona continues to support the development of pooling in the UK and represents the LGPS pooling companies on the LGPS Scheme Advisory Board Investment Committee. She is also a member of the Bank of England’s Decision Makers Panel.
Chief Investment Officer (Interim)
John joined Border to Coast in January 2022 as interim CIO to lead and support the investment team. He has extensive asset management experience having been the UK CIO for UBS, acted as an independent advisor to the LGPS for the last decade, Managing Director of MJ Hudson and, most recently, acted as the interim CIO for the British Airways Pension Fund. John acted as the interim CIO of Border to Coast when first launched, and continued to act as Advisor (which includes sitting on the Investment Committee).
Chief Risk Officer
Richard joined Border to Coast in May 2021 to lead on its risk management and oversight framework. A qualified actuary, Richard was previously a director at Deloitte and he has held senior roles across all three lines of defence within UK and global insurance companies including Prudential, Aviva, and Canada Life’s UK division.
Chief Stakeholder Officer
Ewan is responsible for stakeholder management and engagement at Border to Coast and is responsible for all internal and external communications. He joined as Head of Policy and Communications in 2019, before becoming Chief Stakeholder Officer in 2022. Before joining Border to Coast he was Head of Communications for the Commercial Division at Lloyds Banking Group, and the Head of Public Affairs at Scottish Widows.
Chief People Officer
Peri leads Border to Coast’s recruitment and people strategy as Chief People Officer. She joined Border to Coast in 2018 as Head of Human Resources and has more than 20 years’ experience across a range of industries and organisations. She is a Chartered Fellow of the CIPD, a voluntary Trustee of the Northern School for Contemporary Dance in Leeds, and has previously been a mentor for the Cherie Blair Foundation for Women.
